Headline writers are notorious for going for the obvious pun. Now that the Weekly World News is gone, we've gotta get the silly stories where we can.

Of course the real reason is probably that the town council wants to give police an excuse to harrass gang members for just hanging out (so to speak). They just don't have the guts to say it outright.

Stratford is one of those Connecticut towns where they were having to build "affordable" housing so teachers and police officers could afford to live in the town they worked in. Anybody there dressing in gangsta-style is most likely a upper-middle-class wannabe. Last census results shows less than 5% of families in Stratford below the poverty line with a median family income of about $65k and 100% employment. Not to say that there aren't upper-middle-class gangs, but that particular town isn't a likely site for widespread gang activity.

There I go applying California standards to New England. In that case, I wonder about the real motivation. Is there somebody there who takes the term "fashion police" rather too literally?

I don't think you're that far off the mark, though. From what I know of that part of Connecticut, they'll be thinking of hip-hop fashion as sort of a "barbarian invasion", and believe that by making kids pull their pants up, everything else will be just fine. It's rather like sympathetic magic, in a way.
